It's the EU Recommendation 97/489 CE who says (art 6 & 7) that, but very often in the market this only happen for credit cards, not for prepaid cards. So you'd better keep on the card max 150 € that is aniway your maximum liability.
If I understand correctly, the law in Italy says if crooks hacked my card, cloned it in an ATM machine and emptied it, my maximum liability is EUR150. So, the bank will pay me back my balance I had on the card over EUR150. Correct?

So, you recommended me the BPER Karica prepaid card for also shopping on the Internet, however, it looks like a bancomat card only:
